Proposed announcement, 5th version

More inputs have arrived and I have made minor modifications
to the proposed announcement and related documents. To save
bandwidth I have put it all up on my home page:

Unless I get some feedback within the next couple of days I
will send this off to the comp.os.linux.announce moderator.
When it appears on news I will submit the LWN news proposal
to Linux Weekly News so please have a look at that part too.
