Yes. The LDP really needs to be a coherent project, not a collection of
a thousand separate projects.
This *doesn't* mean all documents have to have exactly the same license.
But, they must be compatible with each other, and with the goals of the
project. A single HOWTO that is excessively restricted -- and in my view
restricted printing rights is over the line -- restricts the entire
project.
